Many rows are NOT dates - they are text (e.g. D2, D6, D9 and many more).

    In G2 type this:

    =D2+0

    Drag copy down.

Now copy and paste the results as values from G2:G22 to D2:D22.

Now use custom date formatting: mm/dd/yyyy

If you click on this drop down and choose more number formats

    Attachment 656866

And go to date and change the language to English US it will do this

    Attachment 656867Attachment 656867Attachment 656867

I would ask why you would want to do this though. If you are seeing it as DD/MM/YYYY and send it to someone who needs it as the other format Excel will automatically change it for them.

For example if I have a cell that says 24/12/2019 on my UK PC and share it with a US colleague, it will show as 12/24/2019 when they open it

It works on your sample sheet - see my attachment. I cannot troubleshoot a picture.

Almost always the reason changing number format doesn't change what appears in cells which look numeric or date/time.

An alternative would be selecting the entire range and using Text to Columns in the ribbon's Data tab. Make sure the dialog shows Delimited and choose Tab as the delimiter (odds are there are no tabs in the cells, but you don't want to separate the data into MULTIPLE columns), then click the Finish button. That's usually sufficient to change text dates into numeric dates.
