Multiple line cell data to individual cells (multiple columns and rows)

I have a file that comes from a management system and has multiple rows of data in cells with uneven amounts in each column. I need it spread to all be in individual cells. I will attach two images, one is how it comes and one is how I need it. I don't seem to be able to make it happen, the second image is a pic of the original data laid over the excel grid. I also included a sample excel file to use.

Perhaps this will be of some help although it isn't complete.
1. The range of data is converted to a table
2. Zeros and line feeds (i.e. Alt + Enter) are added to cells such as E4:F4 where only one zero is present in the cell and multiple values are present in C4:D4

Unfortunately something in row 12 of the original data is producing an error so instead of being able to close and load I had to copy the table from power query and paste it into Sheet2.
Hopefully between the file and video you'll have an idea of how to proceed.

Added two lines at the beginning to change the data type to text. There was mixed data types in columns 5 and 6 in the source. This allowed to close and load without error.
