Min to max rating

I have set of data ranging from 0 to 10 and few cell are blank or few cell value is in text as N/A, so following will be the classification:

Rating Classification
0 to 6 Detractor
7 to 8 Passive
9 to 10 Promotor
Blank or N/A Exclude
