You probably need VBA for this.

there are 2 linked formula, first is to calculate the time difference in minutes and hours between 2 cells, then the results of that are linked to a nested If formula to calculate a price base on minutes and hours

There are instructions at the top of the page explaining how to attach your sample workbook.
A good sample workbook has just 10-20 rows of representative data that has been desensitised. It also has expected results mocked up, relevant cells highlighted and a few explanatory notes.

I eventually sorted the issue, I created a VBA to clear cells in a row, and attached it to a specific cell so that when any change happened in that cell in ran the macros
