Find last row using specific subject

Hello Guys,

I am working on a huge excel files with mulitple names, Dates and every date contain minimum 50 differnt time stamp. Could you please help me with the formula which help me find the last time stamp using name and a date

A good sample workbook has just 10-20 rows of representative data that has been desensitised. It also has expected results mocked up, worked examples where required, relevant cells highlighted and a few explanatory notes.
