    Is there a std Office XP (2002) app that can change picture resolution?

    M/S Photo Editor used to do this

    I am cross-posting this to a more appropriate NG (with follow-ups set to
    that NG). But note that Microsoft PhotoEditor is still part of Office XP;
    you may need to rerun setup to install it.
