go to Format|Cells and choose Custom from the Number tab and then enter 0000 in the Type field.
Where there is a will there are many ways.

First, format the cell as text, then edit it.
Another method is to apply custom number formatting, if you want all cells to have 4 digits. The custom format would be 0000.
