Same fromat on every page with exceptions? Excel 2007

I am trying to create a spread sheet that will be user friendly. I want the top portion of the sheet to remain the same. I know you can do that by using the "print title" function. That is ok because I want to lock in rows 1+2 and also rows 14-16. The problem I am having is that I need to be able to change what is in rows 3-13. But I want those rows to be in the same format on each susequent page. Using the "print title" function locks in whatever I place in those rows from the first page. The reason is so a user may continue onto as many pages as needed without having to cut and paste stuff from the first page. Any help would be appreciated.
