countif function

I have a small problem with countif, but no time to investigate it.

A B
1 60952-8-86-1 1
2 60965---93 0 or nothing

The countif function should work that when the valua is like in cell A1 it must mention 1 (in cell B1. So there must be four valuas within between -.
If values are missing like in cell A2 then in cel B2 a 0 or nothing must be mention.

I know, it is simple but due to lack of time...
