New Workbook from Macro Enabled Template Lost Sheet Protection

I created a macro enabled template (Locked cells and protected sheet) and when I open a new workbook from this template, the sheet is no longer protected. Why is the protected sheet of the template unprotected in the new workbook?

That shouldn't happen. Can you upload the workbook/template without confidential data?

xltm is an invalid format so I save it as a macro enable workbook before uploading. Thanks for taking a look.
