Select the entire Column and in the cf put something like:
=if($D$2<>"",1,0) and it should work

Select rows 1:whatever, making A1 the active cell
Go to Format > Conditional Formatting
Specify Condition 1 as "Formula Is" using the expression, =$A1=......,
Specify formatting.
Rule 1: Never merge cells
Rule 2: See rule 1

Basically, I need to highlight the entire row, if the lead time ( Column X )
is 45 days.

Select rows 2:28
Go to Format > Contitional Formatting
Where it says "Condition 1" select "Formula is" and enter
=$X2=45
into the box, then select a format
