is it possible to protect a sheet and still allow the user to resize columns/rows, but NOT to unhide/hide column/rows?

I don't believe what you are asking is possible without VBA. Allowing users to format the column/row width/height will allow them to reduce it to 0.

With VBA, you could run a program to automatically enlarge the width/height to a specified minimum (for example, with a selection change procedure).
