Question I need formula to figure out vacation accrual with a start date of jan 1

I need a formula for vacation accrual on these pretenses:

1-5 years 6.67 hours each month
    6+ years 10.00

BUT the accrual for the 6th year does not start until Jan 1 after the hire date.

For example: Hire date 1/26/2004 does not get the 10 hour accrual until 1/1/2011 even though that person has been working for 6 years on 1/26/2010.

I need it to figure out the sum of accrual from beginning year until today.

I have been working on this formula and the date thing keeps messing me up.

I would appreciate any help. THANKS!
