Dynamic Data Validation multiple lists

I looking for some help with dynamic data validation. I have 3 cells E8-E10. In E8 i'm using a drop down list for Yes or No values. Based on the value E9 allows me to select from 2 different lists. "No" value displays 2 lists i can select from. Based on the selection E10 displays a list of countries which works perfectly. However when "Yes" value is selected in E8, it displays different lists which should drive the city list in E10.
What i'm looking is that when E8=NO and E9 value, E10 displays a country list, but when E8=Yes and E9 value, E10 should display a city list.
