How to run a function relative to a different cell?

Hello all (thanks in advance),

I have attached a worksheet for simplicity since I don't really know the proper terminology to explain what I'm attempting.

Rather than using a complex, nested, IF function, I am trying to use a table of simpler functions. I need to learn how to make those remote functions *know* how to use the relative address the request came from.
