Formula Bar in middle of workbook - not at top, why?

Working on Mac, excel 2008 - If I check off in the preferences to have a formula bar, it appears in the middle of the page in the cell area and I cannot move it out of the way. I'd like to have the formula bar up in the toolbar area where I think it belongs. Any ideas on how to accomplish that? I re-installed the software and the problem is still there.

Don't know if this is related but when a cell is clicked and then I try to move to the next cell using the keyboard arrows, the page moves (like using the side navigation bar) instead of it moving to the next cell up/down or over.

    Thanks for the help.

Is Scroll Lock on? Assume you have that on Macs too.

I don't see anything on the mac that indicates a scroll lock. Maybe I'm missing it, but don't see anything.
