How to narrow top space of an Excel chart

Hi Excel Forum,
Could you please help me on this.
I have this chart created using the data set highlighted in yellow (although data in records 11 and 12 are not available, I still need to show those two records as well in the chart).

Question
1. I needed to make the top unused space of the chart narrower but cannot do it
2. I needed to make the bottom unused space wider but cannot do it

When I try to do this using the mouse everything of the chart move together
Could you please help me on this.
