For #1: select B5:AF5 and set Conditional Formatting with this formula:
=LEFT(B4;1)="z"
and set the formatting
do the same for the other rows
BTW never heard of Scheidam

For #2: you're asking how to eliminate 29, 30 and 31 if the CORRESPONDING YEAR doesn't have the dates... months ALWAYS have a certain number of days, regardless of the year... except for of course February, but you're not asking for day 28... so I'd say just manually remove those cells the have non-existing dates
This solves your Conditional Formatting question. I do not understand the other parts. Please explain them in more detail in a post (not in an attachment).

shadrack's point #2 "zie uitwerking" means see the sheet called "uitwerking"
in #3 the question is how to edit the COUNTA for "z" but only count a value like "z 1/2" als 0.5, so that [z|z|z 1/2] would count as 2.5
