vlookup time frame to match ceiling time

    vlookup time frame to match ceiling time

    I am trying to vlookup a color value in a range with the time frame, the light indicator is showing different color at time, i would like to get the first color on every 2min interval , but i cannot get the result to show up with my formula in Column D, my guess is the ceiling formula is returning some mili-seconds difference, please could someone help with the attached WB, thank you
