SetFocus not setting focus in any event

I don't understand why this is not working:

Can I not set focus in the exit event? I have tried every event I can think of and this does not work in any of them.

The controls are both on a multipage control. The TabStop property of the multipage is set to False and I have a feeling that the focus is going to the multipage somehow? I don't receive an error message but the focus seems to disappear when I exit the combobox.
