I am trying to diable row for a workbook. I can only do it the right click mennu options, but what would be the code to disable the ability to insert rows all together? from right click menu, RIbbon menu, short cuts etc.? this is the code i have, but it only disables the right click menu option...thanks all

Protect the worksheet?

i think some may ask this question, I think i can just protect the sheet to not allow inserting rows. But i want users to be able to insert rows via a vba to specifiy where a row needs to be inserted.

If i want this approach, would protecting the sheet first, and then write a vba to insert rows to protected sheet work easier?

Sure; VBA can unprotect the sheet, do whatever it wants, and then re-protect.
