Using a What-If Analysis

Hi guys,

I have a spreadsheet I'm working on and my goal is to assess risk across rows. In essence the highest risk would use multiple contractors, but would have the lowest value. This was accomplished by listing the =min() of the column, and the sum of the minimums. I'm not sure if I need to run a macro, or an analysis to reduce the number of contractors (rows data compiled from). I want the end result to reduce my number of rows 1 at a time, typically increasing the value, but reducing the risk. I don't even know where to begin. Excel.jpg.

As well the first reduction of row (or contractor) would be the difference of item list that equals the lowest value (so the overall greatest risk reduction for lowest value)
