Change all Comments position to 4 rows down

Following code makes some adjustments for all comments in the workbook.

My question is;
How can I show all comments 4 rows down? Or 2 cm down ?
P.S.: There are a lot of comments in the workbook and all of them exists in the different cells.

Add an extra comment into file which I atttached.

You will see that your code doesnt work for second comment... Any other opinion please ?
