Rotating List Help

Good morning. Looking for help creating a rotating list. I have a list of names that need to be rotated down to the bottom of the list based on date. So I would enter a date next to his/her name and it would rotate down to bottom. My problem is that if we had to use someone in the middle of the list I would need his/her name to drop to the bottom and keep those that hadn't been used staying at the top. In essence, the person that worked last would go to bottom of list. Any help would be greatly appreciated. Thanks in advance.

Isnt it ascending sorting by date?
