offset for dyanamic list

Hi,
can i get vba code for offset in similar lines to excel offset function which takes reference along with rows,columns.and also this offset should change dynamically while looping through cells.
this looks simple.but i am unable to find exact answer.

i want to use this excel offset function through vba kindly suggest way of doing it.

=OFFSET(reference list,E1,0,F1,1)

I anderstood that you want to use OFFSET function. But I still don`t anderstand what you want to be instead of E1 & F1 in this function.

it should increment for each row.there is a formula in E1 and F1.which gets me to validation lists in other worksheet.
