create copy of template file in various locations

Need some help please. Am sure I'm missing some minute details. I have a work book in which some names are fed I column A. There is a date mention in cell E2. There is a template file in a different location.

What I'm trying to do is, for each name in column A, if the year file is not existing it should pick the template file and create a copy of in a folder location of that name.

Following is the code in using, it's creating the folders but not the workbook, I.e the copy of the template file in all the folders.
