Spread out a series that begin with one digit based on given numbers

Hello to all,

Please somebody with better experience than me could help me with this complex issue, I donīt know how to do it.

I have a digit 7 that covers all possible values that begin with 7 (7XXXX) and I have some given numbers (one or more) that begin
with the same digit(in this example the digit is 7). I need to spread out the digit 7 up to the number of digits needed depending the
number of digits of the given numbers. Then mark with "E" the given numbers and continue cover all possible values that begin with 7
after the open of the digit 7.

Lets say that initial digit is 7 and given numbers are only two (704 and 7357):
Initial digit 7:
Numbers to show: 704, 7357

The output I'm looking for is showed below:
