Being serious, nobody would thank you for doing that. Many people would find it irritating and, in some, it might cause a migraine or, at worst, an epileptic fit.
Think of another way to highlight the cell.

You can do something like that with conditional formatting, put a =RANDBETWEEN(1,2) in the cell and then put a conditional format for 1= one color, 2= another color, and it will change *most* of the time you calculate something on the sheet.
I am with TMS though, a sheet with flashing cells will be taken about as seriously as this sentence
You should hit F5, because chances are I've edited this post at least 5 times.
