Curser stays on PDF Display on Web Browser VBA. Do not move to next cmd_button using tab.

I have a PDF that displays through a Web Browser VBA onto the User Form. My problem is that once the PDF is opened and displayed on the User Form, then the curser is stuck inside the PDF display. The only way to get the curser on the "Submit" or "Close" command buttons is by using the mouse.

I need the unit set up so that no mouse will be needed. The only device that will be connected will be a Targus Numeric Keypad that has a "Tab" button on it next to a big screen. (No keyboard or Mouse!) In other words I need the Tab button to be able to move the action to the next button. Is there a way to do this?
