Upon entry in any cell, need some fill colors to change if certain conditions met

Upon entry in any cell, need that cell's fill color to go to grey and the cell to it's right to go to red, if certain conditions are met.

It may change but right now it is if the left 3 digits of the cell to the left of where the entry is made are equal to the left 3 digits of the cell to the right of where the entry is made.
