Need help with conditional formatting of several cells

The conditional formatting formula gets too long; Excel won’t let me insert the entire formula. Can this be done with a VBA code?

For starters, the highest number in the following cells need to be filled green: B4,F4,J4,N4,K4,V4,B20,F20,J20,N20,R20,V20,B36,F36,J36

Working correctly, F4 would be filled green.

The entire tab needs to work like this, but just getting me started would be great.

I have attached what I am working on.

See the conditional formatting in this modified workbook.
Use the same idea for the other cells.
