If cell contains value greater than x then change font on another sheet

Hey, I'm in need of help.
It's a rather confusing one (or at least it is for me)

I do peoples shifts on excel and I have their availability on here too, and it would be fantastic if it changes font color if I've inputted a time in which is outside of their availability.

I've given an example in the workbook, if you notice "Bobs" availability is 9:00am until Close (CL), and in the "Master" sheet I've tried to put him on at 8:59am, which is out of his availability hours, therefore the text is red, and then if possible, once changed to within the availability, it goes back to the default text color.
and to make matters more confusing when I type "CL" it is defined as 03:00am
