First off, a happy new year.
Beautiful picture you have. I doubt though if the volunteers are going to recreate a workbook so they can test what they are offering.
I think it would be appropriate from your end to attach a workbook with a before and after with the sensitive data changed.
Maybe I am wrong and someone will.

It's difficult to understand exactly what you want from your picture but in general it sounds like you need to filter some data from a record set and populate that data in a List/Combo box on a user form.
Therefore in concept use a filter to extract the relevant record rows, use a dynamic range name which will reference those rows/columns and put the range name in the rowsource property of the list/combobox.
