Apologies for the description - I had no clue how to explain what it was I was looking for so instead of using Excel terminology I used terms for the function the sheet performs.
Anyway, I am trying to take the example sheet as uploaded and for every resource assigned to an activity (ID), create a new list showing ID and then individual resource. Sheet 2 shows the intended outcome.
The individual numbers in Columns D onwards are irrelevant I just included them to show context. Also my working column in M is included as that's how I remove the trailing comma (,).
