Using VBA to add and delete rows

Can someone help me with the formula used to create the functions for adding and deleting rows on the attached worksheet i.e. the one marked "add operator" and "remove last operator". I manage to create the one for adding the rows, but cant figure out how to create the one for removing the rows. The problem is that the formula for removing does not stop to remove the rows. I want to only remove additional rows that have added (like the worksheet attached) so that it does not mess the other formulas or rows.

Richard - Thanks for the reply, unfortunately this is a sheet I am trying to copy. I don't have the passport, but I am looking to create something like that
