Conditional Formatting Shapes using VBA

I am trying to write a macro that colors shapes based on the values of two cells. In the attached example I would like Circles in column D to be colored (REd/Yellow/Green) based on the value in column C's relation to value in cell C24.
=> C24 GREEN
< but within 5% points of C24 YELLOW
More that 5% less than C24 RED
