User form Image zoom in-Out on move over move

Dear Sir

if any body can help for my excel project. I am using excel 2007. I am using rocket dock for my window laptop to look like Ios. so I just wonder that If I can use this effect on my excel project.

I try to develop this kind of effect.. but its not match 100 % can any one help on this ...

I think its possible ... but my limit of thinking is over here...
