Adding a variable to a formula

My problem is in the code below in Red. I have in my formula to add "11008" to the lookup string, but I need to put a variable there (PAC). I've tried every combination I could think of to get my formula to work with the variable, and it flat won't work. The closes I've gotten is to have it put the word "PAC" in the formula. I'd sure appreciate some help on this one.
