    macro for creating new row based on year

    Hello. I'm trying to create an excel line series chart with series for each year. Unfortunatley, I have my dates across columns which isn't the right format to use for line charts (I don't think). Is it possible to write a macro that creates a new line for each department, for each year? So for example, Department 1, will have two rows underneath the first row with data from 2014 and 2015. Spreadsheet attached.
