    Simple Ifelse code to return %change between current and previous purchases shows #value

    New to this site so I tried to put a few different ways for the images to show up. This is a simplified version of what I was trying to do at work. I am new to excel and just want to create a function that shows the change between a current part order (If it is ordered) and the most recent before that. Just used the if and Ifelse functions. It works for some but for others returns #VALUE. Any ideas what I have done wrong? Thanks!

    Also all the numbers are formatted as such and not as text.
