Trying to build a dynamic task timeline with intertask dependencies

Basically it is a Gantt/PERT chart sheet, where a user logs times that events occur and the duration is calculated and compared against the expected duration. What I am having trouble getting straight is how can i set up a function where if an event exceeds an expected duration by a certain amount, the sheet will delete events (or strikethrough the text in those cells) that can no longer be completed due to loss of time (there is a max time limit on the whole system) and shift the timeline accordingly. I also want to be able to link several tasks together, where should it occur that a task is not completed or cannot be completed due to lack of time, dependent eventss are also removed. Right now I am using a basic end-start time function linked to a button press that inputs the clock time upon pressing, basically a variation on the Now() function.

What should a dependency formula look like? Would it be a series of nested If statements where I need to define all possible criteria to satisfy an event completion? My initial workaround was to put a bunch of checkboxes/radio buttons in the sheet and tie those to triggers where if it is checked it is removed from the timeilne, and if unchecked it remains, and the user would have to manually determine based on the time log of events as the day progresses what can and cannot be completed, but there must be a way to automate that manual version.
