Conditional Formatting to Insert Image?

I am trying to create a reverse raffle excel file that will have a 20x20 grid (400 numbers) that will insert a certain image into a certain cell based on what number is pulled. As of right now, I have a number cell that I enter my number, a past numbers column (the last number pulled goes here), and the cell background of the number on the grid will turn yellow once the number has been picked (all working great). My issue is that I do not know if its possible to fill the cell with a image instead of filling it with yellow. I have 400 cell sized images i would like to use (1 for each cell) that will display a larger complete images once all the numbers have been drawn. Is this possible?
