cannot create formula

Hello Guys

I need to create formulas to keep the avarage of the stores at %5 percent. İn order to do so İ have to increase the value of sales of the stores but the average of the stores has to give me 5%. All the cells need to be connetted each oter. for example, if i increase second cell by 2 percent than the rest of the cells shoud be adjusted itself by incresing or decreasing ,and the average still remains the same. How can i do it?

I added a "Phony Figures" column in col C with the formula =B2*0.05/AVERAGE($B$2:$B$44), which returns a series of numbers that average to 5%.

If I've misinterpreted your needs, could you attach a workbook showing the desired result from the sample data?

Thank you so much. This is what i need to do but i forgot to mention that i would like to increse the numbers according to their sales valume. The sales valume between %4 and %5 should be increased less than İ want to increase between %4 and %3 so on. Because İ would like to increase more the sales valume which are small. Could you please help me on this issue as well .
