Lock Cells based on value of another cell in a Table

Hi All,

I am super new to VBA/Macros. I am not sure what is the best way to do what I am trying to do. Thought this may be the appropriate section to post. Will appreciate any help.

I have attached the worksheet. Please reference Raid Log tab.

I want to lock cells I(Risk Likelihood) and J(Risk Impact) based on values in cell B(Item Type)

eg. If cell B3 <> Risk, Cells I3 and J3 should be locked
If cell B4 = Risk, Cells I4 and J4 should be unlocked

As I add more rows, this validation should keep current and applied to the rows.

Also, I want to Grey out columns I3 and J3 if cell B3<> Risk. Think I can do that with conditional formatting.

Will appreciate if you can assist with this.
