Excel Macro to open outlook email returning error 429

Hi,

One of my excel file contains macro to open outlook email. I recently moved to office 2010 from 2007. After migration the macro stopped working.
When macro is run it returns error 429: Active x component cannot create object. Also i figured that when outlook is not running the macro is working as expected. Macro has the following lines of code.

Compiler was highlighting on line set OutApp = CreateObject("outlook.Application")

After going through different sites for fix. I've changed the code to following, but failed to work.

Can you please help in changing lines of code for the macro to run.
