Inserting blank cells based on value in another cell

I have attached a sample of what I am looking to do. In the Columns A-D I have my data and what I would like is a macro that will insert the number of blank cells (ie 11 and 3 in this case) under the populated cells. The hoped outcome is in columns F-I.
I have seen many codes that mention Row insert but I'm just wanting to insert a certain number of cells across and down, not an entire row.
