Activate UserForm in Personal.xlsb from Any Workbook

Hello,

First, thanks in advance for your help with this one. I have searched online and cannot find a solution; although, I may be asking the question wrong. I have a UserForm in my Personal.xlsb workbook that I need to activate from another workbook (any workbook). I have created a Data Validation List in Workbook X and want to activate my AddReject UserForm in my Personal.xlsb when any cell in Column F of the workbook I'm working in is equal to "Rejected". I am only able to successfully activate the AddReject UserForm when the form is in the workbook I am working in rather than my Personal.xlsb workbook. My code to activate the AddReject UserForm is below. Is it possible?
