Build Column D based on Columns A, B, and C (which have varying size and content)

Hello all, and thank you in advance for your help! I'm hoping this will be fairly straightforward.

I have a spreadsheet with three columns (A, B, C) and I am trying to create column (D) based on the values in the other columns. Column A contains header values which correspond to a varying number of rows of data in Columns B and C, such that there might be values in A1, A4, A6, etc., and Columns B and C are all full.

A1 corresponds to B1-B3 and C1-C3
A4 corresponds to B4-B5 and C4-C5
and so on.

I'd like D1 to contain: B1, C1 | B2, C2 | B3, C3
I'd like D4 to contain: B4, C4 | B5, C5

It's probably easier to just look at the attached sample file. I'm trying to turn the contents of Sheet1 into the contents of Sheet2.
