Extract Time(HR MIN)from Date

I tried to find the solution, but none of them fit my need.

I want to Extract Hour and Min from a Date. (Not for display)
I need it able to compare with "time"

Apply MOD() to the cell....
=mod(cell-ref,1)
format as time

I am doing it in VBA, but you remind me I can just use plus-minus signs .
