Restrict User to Delete First Two Rows

Dear Friends,

Pls suggest vba code for Sheet, which does not allow to delete row 1 and 2. This code should always work without any button assigned.

Perhaps if you locked the rows and then protected the sheet it would prevent deleting the rows.
